- Applicant must be an incorporated not-for-profit community organisation operating in New South Wales, or a New South Wales Local Council
- Eligible not-for-profit structures include NSW Fair Trading approved not-for-profit bodies, companies limited by guarantee, non-dividend distributing companies limited by shares, incorporated associations, cooperatives, and certain religious organisations
- Applicant must be operating in New South Wales
- Applicant must have consulted young people and involved them in developing the project proposal before submitting the application
- Applicant must involve young people at every stage of the project, from identifying need through design, delivery and final review
- Commonwealth or State Government agencies cannot apply
- Schools, Parents and Citizens Associations, universities and TAFE colleges cannot apply
- Individuals and sole traders cannot apply
- Commercial for-profit organisations cannot apply
- Sub-contractors applying on behalf of non-eligible organisations cannot apply
