- Application must be submitted by the due date and be complete
- Individuals cannot apply
- Federal, state or local government agencies or bodies, and affiliate health organisations cannot apply
- For-profit organisations cannot apply
- Unincorporated organisations or groups cannot apply
- Organisations duplicating an existing federally or NSW government funded service cannot apply unless expanding to a new region
