- Be an eligible legal entity
- Hold an active Australian Business Number (ABN)

- Agree to meet any co-contribution requirements with eligible cash expenditure

- Agree to conduct the proposed activities in Victoria
- Have met all industrial relations obligations as an employer in accordance with the National Employment Standards
- Agree to participate in future program evaluation activity
- Provide financial reports required for a Financial Risk Assessment
- Comply with the Fair Jobs Code if applicable
- If requesting grants of 500000 or more, hold a Pre-Assessment Certificate (PAC)
