- Provide a congressional letter from the United States Department of Defense awarding the part number assignment and/or repair technology group
- Provide evidence from the board, Chief Executive Officer or equivalent that the project is supported and the applicant can complete the project and meet non-grant project costs
- Provide an Accountant Declaration confirming the applicant can fund its share of project costs
- Must not be income tax exempt
- Must not be an individual, partnership, trust applying directly, or a Commonwealth, State, Territory or local government body including government business enterprises
