Applicants must be a Queensland council with current Public Library and First 5 Forever service level agreements in place, be compliant with all aspects of those service level agreements, and be up to date with submissions of grant funded project acquittals and annual reporting. Applicants also needed to demonstrate how they would match the funding requested through cash, in-kind support or partnerships, explain how design assets and materials would be used, and provide plans for marketing and/or outreach activities to encourage communities to engage with or return to their public library or Indigenous Knowledge Centre.
