Who is eligible for the 2026 High Learning Support Needs Funding Program - Quarter 2 Priority Payments?
- Applicant must be a not-for-profit community preschool.
- Service must be receiving funding under NSW Start Strong for Community Preschools or the Mobile Preschool Funding Program.
- Funding is not available for places or hours that are Child Care Subsidy approved.
- Child must generally be at least 3 years old on or before 31 July in the preschool year and not in compulsory schooling, including homeschooling.
- Alternatively, a child turning 3 after 31 July may be eligible if exceptional circumstances are demonstrated.
- Child must have high learning support needs, including constant and ongoing support needs or a temporary illness or injury requiring short-term adjustment.
- Child must require an Individual Learning Plan identifying goals, teaching strategies and adjustments.
- Child must require consistent support and guidance to engage at the same level as peers.
- Citizenship and residency status are not considered for child eligibility.
- For priority payments, there must be an urgent need to remove barriers for supervision and ensure access and participation.
- Priority payment factors may include significant safety concerns and submission within the first 4 weeks of Quarter 2, 3 or 4.
- Priority payment is not available for children funded for HLSN in previous years at the community preschool.
