Who Can Apply

• Applicant must be a not-for-profit community preschool. • Applicant must be receiving funding under NSW Start Strong for Community Preschools or the Mobile Preschool Funding Program. • Funding is not available for places or hours that are Child Care Subsidy approved. • Child must generally be at least 3 years old on or before 31 July in the preschool year and not be in compulsory schooling, including homeschooling. • A child turning 3 after 31 July may be eligible if exceptional circumstances are demonstrated. • Child must have high learning support needs, including constant and ongoing support needs or a temporary illness or injury requiring short-term adjustment. • Child must require an Individual Learning Plan identifying goals, teaching strategies and adjustments. • Child must require consistent support and guidance to engage at the same level as peers. • For provisional prepayment, the child must have been eligible for annual HLSN funding in Quarter 4 2025 and be returning in 2026. • Provider must submit the opt-in application form by 14 November 2025. • Provider must sign the 2026 Early Childhood Education Funding Agreement Terms and Conditions in ECCMS or the ECEC Digital Hub if advised. • Citizenship and residency status are not considered for child eligibility.
HLSN funding is only available to not-for-profit community preschools receiving funding under the NSW Start Strong for Community Preschools or the Mobile Preschool Funding Program. Funding is not available for places or hours that are Child Care Subsidy approved. For a preschool to obtain funding for an individual child, the child must generally be at least 3 years old on or before 31 July in the preschool year and not in compulsory schooling, including homeschooling, or turn 3 after 31 July and demonstrate exceptional circumstances. For this provisional prepayment round, eligible providers may opt in only for children who were eligible for annual HLSN funding in Quarter 4 2025, are returning to the community preschool in 2026, continue to have constant and ongoing high learning support needs, and meet the 2026 HLSN program eligibility criteria. Providers must submit the opt-in application form by the closing date and sign the 2026 Early Childhood Education Funding Agreement Terms and Conditions in ECCMS or, if advised, the ECEC Digital Hub. Citizenship and residency status are not considered for child eligibility.
