• Must be a First Nations organisation or group
• Must have an Australian Business Number (ABN), or apply through an eligible auspicing arrangement
• Must be an eligible entity such as an incorporated Australian entity, registered land council, incorporated not-for-profit association or cooperative, incorporated trustee, or Australian partnership
• Project must be located in Australia
• Project must aim to increase the capacity, capability and confidence of First Nations communities to lead, participate in or respond to clean energy development opportunities
• Project must be completed by 2028-03-31
• Must have eligible expenditure
• Individuals cannot apply
• Unincorporated associations cannot apply
• Trusts cannot apply unless through an incorporated trustee
• Commonwealth, state, territory or local government bodies cannot apply
• Non-First Nations groups or organisations cannot apply
• Insolvent organisations cannot apply
• Organisations on the National Redress Scheme list of institutions that have not joined or signified intent to join cannot apply
• Employers of 100 or more employees that have not complied with the Workplace Gender Equality Act 2012 cannot apply
Applicants must be a First Nations organisation or group with an ABN and be an eligible entity. Eligible entities include an entity incorporated in Australia (including corporations and Indigenous land management organisations registered with the Office of the Registrar of Indigenous Corporations), a registered land council representing Aboriginal and Torres Strait Islander people or an entity that manages or holds land rights, native title or other Traditional Owner related agreements and settlements, an Australian incorporated not for profit association or cooperative, an Australian incorporated trustee on behalf of a trust, or a partnership based in Australia. Applicants may apply on behalf of another First Nations group without an ABN through an auspicing arrangement, where the auspicing organisation holds an ABN and meets eligibility requirements. Ineligible applicants include individuals, unincorporated associations, trusts without an incorporated trustee, government bodies, non-corporate Commonwealth entities, Regional Development Australia Committees, non-First Nations groups or organisations, insolvent organisations, organisations on the National Redress Scheme non-joined list, and employers of 100 or more employees that have not complied with the Workplace Gender Equality Act 2012. Projects must be located in Australia, aim to increase the capacity, capability and confidence of First Nations communities to lead, participate in or respond to clean energy development opportunities, and be completed by 31 March 2028. Applicants must also have eligible expenditure.
