Who Can Apply

• Must have an Australian Business Number (ABN) or Australian Company Number (ACN) for an entity that is registered and based in New South Wales • Must have a bank account with an Australian financial institution • Must be seeking a minimum funding amount of $10,000 • Must operate animal welfare or rehoming services within New South Wales • Must currently hold $10 million in public liability insurance and provide a certificate of currency, or be willing to attain cover before entering a funding agreement • Must have acquitted any funding previously received under the 2023 Competitive Companion Animal Welfare and Rehoming Grant program • Must be a non-government organisation • Eligible organisation types include designated rehoming organisations under section 88B of the Companion Animals Act 1998 • Eligible organisation types include rehoming organisations or approved animal welfare organisations under section 5 of the Companion Animals Act 1998, excluding councils and council pound operators, that are actively involved in companion animal rehoming • Eligible organisation types include registered charities predominantly involved in companion animal rehoming, prevention of animals entering the rehoming system, or emergency or crisis support • Eligible organisation types include registered charities providing low-cost veterinary services, including free or low-cost desexing • Eligible organisation types include registered charities promoting responsible pet ownership education and awareness • Eligible organisation types include registered charities involved in building and maintaining community foster care networks • Registered charities must be registered with the Australian Charities and Not-for-Profits Commission (ACNC) • Ineligible if insolvent • Ineligible if an individual, sole trader, or partnership • Ineligible if an animal welfare charity is not currently registered with ACNC • Ineligible if a rehoming organisation is not currently approved as a designated organisation by OLG as at 20 September 2025 • Ineligible if a Commonwealth, state, territory or local government agency or body, excluding government corporate entities • Ineligible if any members, staff or carers have ever been charged, convicted or subject to a penalty notice for specified offences under relevant animal welfare legislation • Ineligible if any members, staff or carers have operated premises subject to a council order relating to the care and control of animals • Ineligible if any members, staff or carers have been declared bankrupt within the past ten years or been subject to insolvency administration or fraud convictions
Applicants must be non-government organisations registered and based in New South Wales with an ABN or ACN and an Australian bank account. They must operate animal welfare or rehoming services within New South Wales, seek at least $10,000, hold or be willing to obtain $10 million public liability insurance, and have acquitted any funding previously received under the 2023 Competitive Companion Animal Welfare and Rehoming Grant program. Eligible applicants include designated rehoming organisations, approved animal welfare or rehoming organisations under the Companion Animals Act 1998 (excluding councils and council pound operators), and registered charities involved in companion animal rehoming, low-cost veterinary services, responsible pet ownership education, or community foster care networks. Ineligible applicants include insolvent entities, individuals, sole traders, partnerships, unregistered animal welfare charities, rehoming organisations not approved by OLG as at 20 September 2025, and government agencies or bodies other than government corporate entities. Additional exclusions apply where members, staff or carers have relevant animal welfare offences, council orders relating to animal care and control, bankruptcy within the past ten years, insolvency administration, or fraud convictions.
