Eligible applicants were community, not-for-profit or Aboriginal organisations that were incorporated legal entities under the Corporations Act 2001 (Cth), the Associations Incorporation Reform Act 2001 (Vic), or the Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth), or social enterprises with a clearly stated purpose related specifically to supporting bushfire recovery. Applicants had to hold a current Australian Business Number and have no outstanding final reports for previous government grant programs. Organisations that were not incorporated or did not have an ABN could still apply if supported by an eligible auspice organisation that agreed to manage the grant. Projects had to be located in eligible bushfire-affected Victorian local government areas or alpine resorts. Ineligible lead applicants included state and federal government departments and agencies, individuals and sole traders, unincorporated community organisations, commercial enterprises, fixed trusts, local councils, and registered primary and secondary schools, preschools, TAFE institutes and universities, although some of these could act as auspice organisations.
