Eligible applicants included Victorian local government authorities and incorporated community service organisations. Eligible applicants were local government authorities, including LGA-managed, operated, administered and regulated trusts, and community service organisations operating in Victoria that were incorporated legal entities under the Corporations Act 2001 (Cth), the Associations Incorporation Reform Act 2001 (Vic), or the Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth). Applicants needed a current Australian Business Number and no outstanding final reports for previous government grant programs. Organisations without incorporation or an ABN could apply if supported by an eligible auspice organisation that agreed to manage the grant. Ineligible applicants included state and federal government agencies, individuals and sole traders, unincorporated community organisations, commercial enterprises, fixed trusts, and registered primary and secondary schools, preschools, TAFE institutes and universities, although some of these could act as an auspice. Projects had to occur in bushfire-affected areas in scope and demonstrate direct community benefit.
