The Community Improvement District Pilot Program provides funding to eligible New South Wales local councils, incorporated associations and companies limited by guarantee to trial governance models that strengthen local place economies. Funded projects must combine physical and non-physical interventions that support collaboration, activation, marketing, placemaking and policy development.

Who Can Apply

• Applicant must be a local council within New South Wales, an incorporated association within New South Wales, or a company limited by guarantee within New South Wales. • Incorporated associations and companies limited by guarantee must have core functions in place management, economic development, town improvement, tourism, or similar. • Applicant must hold an Australian Business Number, Australian Company Number, or be registered with NSW Fair Trading under the Associations Incorporation Act 2009 or another Act, or provide a completed ATO Statement by a Supplier Form. • Applicant must be financially viable. • Applicant must hold at least $10 million public liability insurance or be willing to secure it before entering into a funding agreement. • Project must include both non-physical and physical elements. • Project must commit approximately 50% of funding to non-physical interventions and approximately 50% to physical interventions. • Non-physical interventions must commence from May 2024. • Physical interventions must commence between September 2024 and 1 April 2025. • Applicant must provide all documentation developed throughout the CID pilot to the department. • Project must demonstrate support from at least five businesses and/or property owners within the proposed CID location. • Project must be located within one district location in New South Wales and may span more than one Local Government Area. • Physical interventions must be on publicly owned land or private land with clear public benefit. • If the applicant does not own the land, landowner consent and access agreements are required. • Unincorporated organisations cannot apply. • Applicants that have received funding for a CID or Business Improvement District in the past five years cannot apply.

Eligible projects must include both non-physical and physical elements, with approximately 50% of funding committed to each, commence non-physical interventions from May 2024 and physical interventions between September 2024 and 1 April 2025, provide all documentation developed throughout the pilot to the department, demonstrate support from at least five businesses and/or property owners within the proposed CID location, and be located within one district location in New South Wales. Physical interventions must be on publicly owned land or private land with clear public benefit, with landowner consent and access agreements where required. Unincorporated organisations are ineligible, as are applicants that have received funding for the purpose of a CID or Business Improvement District in the past five years.

Expected Outcomes
