Applicants must intend to import an eligible good to produce a specific end product, demonstrate that the imported good performs better than a locally sourced alternative, and submit an application before importing the goods. An independent technical assessment quantifying the performance advantage is required. Eligible goods include Item 46 goods (specified chemical, plastics and paper raw materials and intermediate goods under relevant Customs Tariff chapters) and Item 47 goods (specified metal materials and goods used in food packaging under relevant Customs Tariff chapters). Applications may be submitted by, or on behalf of, an end user of the imported good. For Item 46, the goods must be raw materials or intermediate goods classified under relevant chapters, used in producing a specific end product, and offer a substantial and demonstrable performance advantage over substitutable goods produced in Australia. For Item 47, the goods must be classified under relevant chapters, used in food packaging, and offer a substantial and demonstrable performance advantage over materials and goods currently available in Australia. Approval also depends on consultation with local industry, and without local industry approval the application cannot be approved.
