- Must have an Australian Business Number (ABN)
- Must be an entity incorporated in Australia and a trading or financial corporation, a foreign corporation, an incorporated trustee on behalf of a trust where the trustee is also a trading, financial or foreign corporation, an Australian State or Territory Government agency or body, or an authority of the Commonwealth
- If incorporated in Australia as a trading or financial corporation, trading or financial activities must be a substantial part of the corporation's activities
- Project must be located in Australia
- Project must be completed by 2025-06-30
- Must provide evidence from the board, CEO or equivalent that the project is supported and can be completed
- Must provide evidence of ability to fund the applicant share of project costs, including ineligible expenditure
- Foreign corporations and/or subcontractors must not be on the Consolidated List
- Joint applications are allowed if the lead applicant is eligible
- Not eligible if income tax exempt
- Not eligible if an individual, partnership, unincorporated association, or trust unless through an incorporated trustee
