- Be located in an eligible local government area: Ararat, Hindmarsh, Horsham, Northern Grampians, Southern Grampians or West Wimmera
- Have a decline in ordinary revenue of at least 10000 over a three consecutive month period between 2024-12-16 and 2025-04-26 due to the bushfires
- Have a revenue decline of at least 40% compared with the same three-month period in the previous year
- Have been actively trading before the bushfires
- Plan to continue operating in the eligible local government area
- Not be insolvent or bankrupt
- Provide a letter from a Qualified Agent verifying the revenue decline and employee count
- If a not-for-profit business, be registered with the Australian Charities and Not-for-profit Commission or similar State or Territory regulator
