Who Can Apply

• Applicant must be a small business, not-for-profit, or community sport and active recreation organisation affected by the Victorian floods • Applicant must be located within, or in some cases operate regularly within, an eligible local government area in Victoria declared under the Disaster Recovery Funding Arrangement • Small business applicants must be a sole trader or a business employing fewer than 20 full time equivalent employees • Applicant must hold an active ABN on and from 14 October 2022 • Applicant must be registered for GST on and from 14 October 2022 • Applicant must have been operating when affected by the floods • Applicant must have suffered direct flood damage to premises, property, assets, stock, equipment, plant and/or tools of trade • Applicant must intend to re-establish in the same community, region or sector as the defined disaster area • Applicant must be primarily responsible for the costs claimed and provide satisfactory evidence of loss or damage • Eligible business legal entities include company, Aboriginal corporation, trustee on behalf of a trust, sole trader, partnership, and not-for-profit company or incorporated association • Non-employing businesses must provide evidence from a qualified agent that at least 50% of the owner's income is derived from the business • Not-for-profit organisations must be registered with the Australian Charities and Not-for-profits Commission or an equivalent State or Territory regulator at the time of the disaster • Community sport and active recreation organisations must be non-government, not-for-profit, and deliver person-centric physical activity • Community sport applicants must be a legal entity delivering in Victoria, such as an incorporated association, company limited by guarantee, or Aboriginal and Torres Strait Islander corporation • Expenses claimable through insurance are not eligible • Storm damage and loss of income are not eligible • Businesses that received support under the Primary Producer Flood Relief Program are not eligible • Applicants previously assessed as ineligible for the Small Business Immediate Flood Relief Program or Community Sport Emergency Flood Assistance Program are not eligible unless reassessed successfully • False, misleading or fraudulent information may result in ineligibility, penalties, or repayment
Applicants must be small businesses, not-for-profit organisations, or community sport and active recreation organisations affected by the Victorian floods and located in, or operating on a regular basis within, an eligible local government area declared under the Disaster Recovery Funding Arrangement. Small business or not-for-profit applicants must be a sole trader or business employing fewer than 20 full time equivalent employees, hold an active ABN from 14 October 2022, be registered for GST from 14 October 2022, have been operating when affected by floods, have suffered direct flood damage to premises and/or tools of trade, intend to re-establish in the same community, region or sector, be primarily responsible for the claimed costs, and provide satisfactory evidence of loss or damage. Eligible legal entities include companies, Aboriginal corporations, trustees on behalf of trusts, sole traders, partnerships, and not-for-profit companies or incorporated associations. Non-employing businesses must show that at least 50% of the owner's income is derived from the business. Not-for-profits must be registered with the ACNC or an equivalent State or Territory regulator at the time of the disaster. Community sport and active recreation organisations must be non-government and not-for-profit, deliver person-centric physical activity, be a legal entity delivering in Victoria, have been operating when affected by floods, have suffered direct damage, intend to re-establish, be primarily responsible for costs, and provide satisfactory evidence. Ineligible claims include storm damage, loss of income, expenses claimable through insurance, and businesses that received support under the Primary Producer Flood Relief Program. Applicants assessed as ineligible for the Small Business Immediate Flood Relief Program or Community Sport Emergency Flood Assistance Program are not eligible unless successfully reassessed.

Repairing or replacing flood-damaged premises, tools of trade, equipment, plant, assets and stock, and meeting other recovery costs arising directly from Victorian flood damage. Tier 1 supports claims up to $25000 with estimated or actual costs, and Tier 2 reimburses subsequent eligible recovery costs above $25000 up to $50000 with full evidence of payment.
