- State and Federal government agencies cannot apply
- Individuals and sole traders cannot apply
- Unincorporated community organisations cannot apply directly
- Commercial enterprises cannot apply alone, but may partner or sponsor
- Fixed trusts cannot apply
- Local Government Authorities, schools, preschools, TAFEs and universities cannot apply directly, but may act as auspice organisations
