- Capital purchases exceeding $10,000 are not eligible
- Salaries for ongoing clinical service positions are not eligible, except gap funding and backfilling
- Cash-based participation incentives are not eligible
- Administration or overhead fees are not eligible
- Formal research implementation activities are not eligible
- Laboratory-based or clinical trials research is not eligible
